The only way to defeat President Clinton's health plan is through defending laissez faire capitalism and limited government. The proper role of government is the protection of individual rights. It is not the job of government to guarantee the consequences of individual rights -- such as health care and other byproducts of a free, productive society. Health care is not a right. No government can "guarantee" health care for all Americans without sacrificing the individual rights of doctors and patients to freely contract with one another. Defending the moral right of individuals -- including doctors -- to negotiate contracts in a free market is the only way to win the battle against Mr. Clinton's proposal or the many watered-down versions offered by Democrats and some Republicans. The Democrats understand the issue of principle better than the Republicans. They know that in the long run we will have socialized medicine so long as Americans can be persuaded to forget the concept of individual rights. So far, their strategy is working because most Republicans do not challenge the undisputed premise that health care is a right. A "right" to turn doctors and patients into wards of the government is a contradiction in terms, and should be vigorously attacked as such. The constructive alternative is the restoration of a free market in medicine through deregulation, tort reform, privatizing Medicare and offering tax-free medical savings accounts. Mrs. Clinton's plan is based upon flawed assumptions about the nature of rights and the proper role of government in a free society. Republicans need to defeat the ideas behind this proposal, not merely destroy the man who is proposing it.
