Thanks to the Americans With Disabilities Act, Casey Martin can now break the rules and use a golf cart. Disabled-rights groups call this a victory for the handicapped. I call it a defeat for private property and freedom of association. The PGA, like any privately owned and financed group, has every moral right to determine its membership and rules. Besides, special accommodations do not help Mr. Martin. He may go on to win games, advertise for shoe companies and make a movie deal. But a part of him will always wonder if he really earned it.
