President Bush said yesterday, "Children and parents who have had only bad choices [in education] must have new choices." The problem is that a public school system will always by its very nature be both a bad choice and no choice. Public schools do not answer to the marketplace. They cannot, by definition, go out of business. They face no real competition, because they enjoy a virtual monopoly on educating children. The President wants public schools to function more like businesses do. But it's a losing battle. There's no more hope of public schools becoming responsive to the diverse wants and needs of the people (rather than the bureaucrats and politicians) than there is hope that the U.S. Post Office or Social Security Administration will do the same. Part of the problem lies with parents. Most parents don't look at the education of their children as ultimately their own responsibility. Instead, they look at it as the government's responsibility. Bush senses this, which is why he's taking on the impossible task of "reforming" public schools. At the moment, this is why he's enjoying high favorability ratings. When you hand responsibility for yourself over to the government you're surrendering power and control over your own destiny. Parents have essentially ceded control over their children's education to the federal government. They're getting the only thing they can expect in return: bureaucracy, mediocrity, and politicization.
