The commissioner of the Immigration and Naturalization Service -- America's very own Gestapo -- said it best, after seizing Elian Gonzalez at gunpoint: ''This may seem very scary. It will soon be better.'' Better -- for whom? The INS also told Elian he's going home to "Papa." But Papa has no rights, and therefore no true authority over Elian. Castro does. Castro will be Elian's "Papa." Under Communism, Castro decides where his subjects live, what they do with their lives, and even whether they get to live or die. Cubans have no Bill of Rights or rule of law to protect them. By allowing -- indeed, encouraging -- our government to seize Elian, the majority of Americans have communicated that freedom does not matter. Yet in a world where freedom does not matter, totalitarianism will gain strength. When the free start to take freedom for granted, dictators everywhere cheer. Future historians might note the early morning hours of April 22, 2000 as the final ones for the American Republic: the day that individual rights perished in the country that gave birth to them.
